An old soldier wants to grant a dying comrade’s last wish, but can only do so if he can figure out a twenty-year-old puzzle and determine the dead man’s name. His only clue is an obscure reference to the “second best” vote-getter among the Presidents.
One really has to be a Presidential election buff to have the slightest chance of solving this one; not being one myself, the case was pretty hopeless for me (not that I ever really try). Another weak Black Widower story.
